Proposed commencement of infrastructure works

Public tenders will close on 12 August 2015 for a contract to undertake tree clearing from the road reserve, construction of sealed roads, construction of stormwater management, communications conduits, under ground and over head electricity supply.

The contractor is planned to start on site in early October 2015 and complete by June 2016. The first stage will be clearing and grubbing of trees and the second stage the road and electrical infrastructure. Fire trails are separately scheduled and may or may not be undertaken during the main contract to allow traffic diversions during the main works and for property matters to be concluded.

The contractor's plans for traffic management, stockpiles, sheds and the like will be available on the Council website after the contract has been awarded. Day to day traffic management during the works will include road closures and detours with appropriate signage. Access to properties located within a specific closed area will still be available and will be managed on a case by case basis at the time.

The cost of clearing of trees is affected by the cartage and disposal cost of the mulch and logs generated from the clearing and the tender documents require the tenderers to provide cost rates for providing mulch and or logs to properties within Jerberra Estate. The delivery of domestic quantities of mulch or logs is proposed to reduce the cost of the works and to assist landowners to manage their land in an environmentally sustainable manner. Driveway crossings are being provided to properties that have a dwelling entitlement and the contractor is required to peg the location and then wait 14 days to allow land owners to review the location. After the driveways are pegged another notice will be provided and a link will be available on the Council web site should you wish to request a re-location.

Need assistance with your special rates?

Council has recognised the fact that the introduction in July 2015 of a Special Rate for Roads and Electricity Infrastructure works in Jerberra Estate may cause hardship to landowners in the Estate.

Accordingly the Policy below has been approved to assist landowners in addressing this issue if they fulfil all the criteria as assessed by Council's Hardship Committee.

Essential infrastructure design

Essential infrastructure includes roads and perimeter fire trails, road drainage, electricity, and minimal street lighting. Properties will be self-reliant in respect of water and on-site effluent management in accordance with the DCP. The provision of essential infrastructure will potentially involve the following steps:

  • Infrastructure design and cost estimation, in consultation with landowners.
  • Secure funding (i.e. obtain a loan). This will require a special variation application to IPART, following consultation with landowners and the community.
  • Introduce special rates to repay loan over fixed period of time based on estimated costs.
  • Construct infrastructure (after a competitive tender process).
  • Finalise costs and adjust special rate levy.

In April 2014, Council appointed Footprint Sustainable Engineering to design the roads, fire trails, electricity reticulation and associated infrastructure for the Estate. An information day was held on the 9th August 2014 to give the community an opportunity to view the designs and cost estimates.
