Shoalhaven City Council is commissioning an artwork to be incorporated into its Reconciliation Action Plan (RAP) documents and to celebrate this milestone
The Reconciliation Action Plan is a document containing a list of actions Council is or will be undertaking, to work towards reconciliation in the Shoalhaven.
Reconciliation is about strengthening relationships between Aboriginal and Torres Strait Islander peoples and non-Indigenous peoples, for the benefit of all Australians.
In developing the RAP, Council recognises that everyone benefits from the goals of reconciliation, which are to achieve respectful race relations, equality in life outcomes, and unity through the recognition of histories and cultures as part of a shared national identity.
The RAP will serve as a framework to promote inclusivity, collaboration, and knowledge sharing, all aimed at building strong relationships with Indigenous communities and creating a culturally safe organisation to work with and for.
A Reconciliation Action Plan is celebration and valuing of Indigenous culture, acknowledgement of histories and recognition that we are at the beginning of a journey that must be walked together.
Shoalhaven City Council is looking for an artist to create an artwork that will symbolise the Reconciliation Action Plan (RAP), and represent the diversity of the Shoalhaven's Indigenous communities.
The artwork development and design should aspire to represent the values and intentions of the RAP:
- to celebrate and value Indigenous culture
- to acknowledge histories
- to reflect that reconciliation is a journey that is strengthened and achieved together
The final artwork will be exhibited at Shoalhaven City Council in recognition of the RAP and the elements, colours and themes of the artwork will be replicated in the graphic design work related to the RAP.
Requirements
The artist will need to:
- involve Shoalhaven's Indigenous and non-Indigenous communities in the artwork's concept development or its execution
- collaborate with Council staff to run four (4) artist-led community participation session in the areas of Nowra/Bomaderry, Jerrinja/Roseby Park, Wreck Bay and Ulladulla
- supply any development sketches and photographs from the community participation sessions
The artwork will need to:
- represent the diversity and stories of Shoalhaven's Indigenous communities
- be at least one metre (1m) wide and 80 centimetres (80cm) high
- be a two-dimensional (2D) still artwork - 3D artworks like sculptures, as well as moving imagery like films and animations won't be suitable for graphic design work associated with the RAP
Deadline
The artwork must be completed in a period of 16 weeks and finished no later than Monday 19 August 2024.
Budget
A budget of ten-thousand ($10,000) exclusive of GST will be provided to the artist for the development and execution of the artwork.
The total fee is inclusive of any materials required, superannuation and work-cover, and any other costs associated to the production of the artwork.
The fee will be paid to the artist in instalments, which will be outlined in the contract.

The selection panel consists of members of Council's RAP Yarning Group and Community Connections team, and members from Shoalhaven Regional Gallery.
