Active Transport Strategy

The Active Transport Strategy aims to help prioritise the delivery of new paths, pedestrian crossings and cycleway infrastructure across the city. It also updates and brings together the Pedestrian Mobility Access Plan (PAMP) and Bike Plan.

The latest

In January 2025 we finalised the strategy after making amendments to address the community feedback we received. The documents are now considered final as per Council's 15 August 2024 resolution. The Get Involved page for the project has been updated with the latest documents and the PAMP page will be updated shortly.

About the project

The Active Transport Strategy aims to:

  • Identify priorities for pedestrians and cyclists
  • Continuously improve footpaths, shared paths, and pedestrian crossings
  • Help the Council prioritise projects
  • Show an integrated approach to planning these projects
  • Help the Council and community get funding for future improvements and upkeep

While the city's maps and ranking spreadsheets have been kept as current as possible, the new Active Transport Strategy updates and brings together the Pedestrian Access Mobility Plan (PAMP) and the Bike Plan that were last updated 10 years ago.

The launch of the PAMP Interactive Mapping Tool in June 2021 has helped Council work with the community to refine the network of existing and proposed infrastructure. Staff have been preparing for the update (and new strategy) for years, and after grant funding was approved in December 2023 the draft strategy was prepared. Council resolved on 15 August 2024 to place the new draft strategy on public exhibition and seek community feedback before finalising the strategy.

Progress so far

  • From 2018-2023 an extensive internal review was undertaken to update the PAMP and Bike Plan maps and integrate them into a single document. 
  • In June 2021 the PAMP Interactive mapping tool was launched, making it easier for the community to review and provide feedback to Council on existing and proposed active transport infrastructure across the city.
  • In April 2023, Council sent the updated maps and scoring criteria to community groups and business chambers for feedback. This was to ensure important projects and feedback regarding the criteria was captured properly in the plan.
  • With the grant funding approved in December 2023 the new strategy documents were able to be prepared (including an update to the PAMP and Bike Plan). 
  • The draft strategies were provided to Council in June 2024.
  • At the Council meeting on August 15, 2024, the Council reviewed the new draft Active Transport Strategy, (including the updated PAMP and Bike Plan) and made the decision that the updated strategies should be put on public exhibition to get feedback from the community ahead of finalising the strategy.
  • The draft strategy was open for feedback from 26 August to 29 September 2024.
  • Following the exhibition period, Council reviewed the community feedback, prepared an Exhibition Outcomes Report, and made changes in response to the community feedback, before the strategy was finalised in January 2025.
  • The documents are now considered final, according to Council's 15 August 2024 resolution. The Active Transport Strategy Get Involved page has been updated with the latest documents, and the current Pedestrian Access and Mobility Plan (PAMP) page will also be updated shortly to reflect the new strategy. We will post a further (and final) update to the Get Involved page once the new Active Transport page is live.

  • Staff will continue to evolve the maps and ranking spreadsheets as live operational documents and are planning on a refresh of the Active Transport Strategy documents in January 2026.
