Culburra Beach Access Stairs - Penguins Head Road

The Shoalhaven was declared a Natural Disaster Area 14 September 2022 (AGRN 1034) after severe weather and flooding events. This had a major impact on Culburra Beach and surrounding communities, damaging infrastructure and property. As a result of damages, Council is upgrading pedestrian beach access path and stairs at Penguins Head Road, Culburra Beach.

4/11/2024 - Works to repair Culburra Beach access at Penguins Head Road have been completed.

Monitoring of the repaired beach access will be conducted to ensure the outcomes of the works are maintained.

About the project

In 2022 severe weather and large waves during a natural disaster event caused significant damage to this pedestrian beach access path and stairs. Scour (coastal erosion) erosion under and between the timber sleepers and the concrete treads is impacting the structural integrity and functionality of the beach access stairs. For safety reasons, the staircase is scheduled for reconstruction and repair works.

The recent approval for Commonwealth disaster recovery funding marks a key milestone in council's efforts to repair the damage and restore the best functionality to this beach access asset. Communication and progress tracking will be maintained to keep all stakeholders informed throughout the repair process.

Repair works will involve the repair of the failed access track, which failed due to severe weather and will require the replacement asset be brought into line with current engineering standards for the coastal environment.

2024 Works history

8/10/2024 - Repair works have started on site this week and are expected to take at least two (2) weeks to complete. The repair of this beach access asset looks to restore its intended functionality and to improve the safety and usability of the track.

23/9/2024 - The last update is current. Updates will be provided as new information is available. 

13/8/2024 - Council has engaged with contractors on the optimal construction method to make sure repair work is carried out efficiently, with minimal disruption and ensures safety. The repair method looks to address existing damages and deliver a robust beach access path for ongoing community use.

15/05/2024 - Procurement of services for construction work is complete, and the contractor is engaged. Works are planned to start June 2024.

22/4/2024 - Council recently secured funding approval to repair this beach access asset after significant damage caused by a declared natural disaster in 2022. Council is working to engage qualified contractors to carry out the necessary reconstruction and repair work.
