Caravan parks and camping grounds

1. Overview

Across the Shoalhaven we have 86 approved caravan park and camping ground businesses - the largest concentration of manufactured home estates, caravan parks and camping grounds in New South Wales.

Council is required to inspect each one annually to ensure they comply with the Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021.

2. Application for Annual Approval to Operate (Owners/Managers only)

You will need to submit an application for approval to ‘operate a caravan park or camping ground’ or ‘operate a manufactured home estate’ through the NSW Planning Portal.

Lodge your application online via the NSW Planning Portal

  1. Download, complete and submit the Owners' Consent form within your application to Council.
  2. This form includes a registered owner(s) declaration of the person appropriately delegated by the business owner; likely the park manager or business owner themself.
  3. Follow the application instructions to prepare and submit your application through the NSW Planning Portal.

Next steps: Once your application is processed, an invoice will be uploaded to the NSW Planning Portal. Once you have completed the invoice, your application will be forwarded to the Officer for assessment and determination which will also be uploaded to the NSW Planning Portal

3. Installation of structures in Flood Prone Caravan Parks

Before undertaking any works within a caravan park, camping grounds or manufactured home estate, you should check if you need approval from Council and the manager/owner. You will also need to check if your site is in a flood prone caravan park or camp ground.

All proposed works require prior approval of the appropriately delegated person; likely the park manager or business owner themself.

All installations will require compliance with the:

You will need to submit an application for approval to install a manufactured home, moveable dwelling, or associated structure on flood liable land through the NSW Planning Portal. This includes the installation of relocatable homes, annexes or associated structures (i.e. any structure other than caravans, campervans or tents) to be installed on flood prone land.

Once your application is processed, an invoice will be uploaded to the NSW Planning Portal. Once you have paid the invoice, your application will be forwarded to the Officer for assessment and determination which will also be uploaded to the NSW Planning Portal.

If the issued determination is an approval, you may then install the specified structure in accordance with the determination. Once installed, ensure the appropriately delegated person submits the Notice of Completion of Installation form to Council within seven (7) days of completion.

4. Installation of structures in Non-Flood Prone Caravan Parks

Before undertaking any works within a caravan park, camping grounds or manufactured home estate, you should check if you need approval from Council and the manager/owner. You will also need to check if your site is in a flood prone caravan park or camp ground.

Steps to Lodge Notification of Completion of Installation (Owners/ Managers only)

Before you start

Register an account in the eProperty Portal

You must apply for registration prior to submitting a notification of installation of completion - this requires Council approval which may take up to two business days. Here is a link to the instructions for registering an account for eProperty

Download, complete and submit the Managers Declaration form within your notification to Council

This form includes a registered owner(s) declaration of the person appropriately delegated by the business owner; likely the park manager or business owner themself.

How to lodge

Once you have received your confirmation of registration from Council you can lodge your notification of completion of installation.

Follow the Instructions - 'Notification of Completion of Installation - Owners/Park Managers' to prepare and submit your application through the eProperty Portal.

Next Steps

You will receive email confirmation of the lodgement of your notification of completion of installation within 15 minutes.

Your notification of completion of installation will then be assigned to an officer who will review and provide confirmation of the notification of completion of installation lodgement and review.
